Overview

The paper attached provides an outline of the proposal for Early Years Funding for 2019/20. We would like to invite you to read the document and to ask your opinion on some key elements of the proposal before it is presented to Schools Forum on 28 September 2018. The Survey will be open from 6-24 September.

The paper provides a breakdown of how the National Funding Formula will be apportioned, highlighting our priorities and aspirations for the year ahead. In overall terms, there are no significant changes to the National Funding Formula in 2019/20 and Surrey County Council is proposing to reduce its contingency, allocating this to an increase in the base rate alongside some other smaller changes. With the benefit of our experience of a full year of both Universal and Extended Entitlement we are increasingly keen on focusing on the most disadvantaged families, to ensure the best outcomes for children and sufficient places for all children in Surrey.

The initial key principles set out in this paper have already been highlighted to and discussed with the Early Years Phase Council (5th July 2018) and Schools Forum (11th July 2018) and the full proposals in the document will be discussed again with the Early Years Phase Council on 11th September 2018, prior to coming back to Schools Forum.
