Overview

Thank you for your interest in our Speed Limit proposals in Church Road, Horne. 

The legislation we must follow before introducing this scheme means that we need to allow objections and comments from the public to be considered before a final decision is reached about whether or not to go ahead with our preferred scheme in its current form.

The proposal:

It is proposed to reduce the existing 40mph speed limit to a 30mph speed limit on the following section of Church Road, Horne

From a point 19.5m west of the centre line of Hornecourt Hill to a point 5m south of the southern boundary of 4 Homefield Cottages, Church Road, Horne, RH6 9LA.

  1. In 1998 Surrey County Council made a speed limit order that reduced the speed limit of Church Road in Horne from Smallfield Road to Whitewood Lane to 40mph.  The title of that order is the Surrey County Council (Various Roads in Horley, Horne, Smallfield and South Godstone) (Restricted Roads and 40mph speed limit and 50mph speed limit) order 1998.
  1. Horne have raised concerns with their divisional member about the existing 40mph speed limit on Church Road and have requested that the speed limit is reduced to 30 mile per hour. A speed limit assessment has been carried out on the section of Church Road between Hornecourt Hill and Homefield Cottages, following the processes set out in Surrey County Council’s Policy “Setting Local Speed Limits”.
  1. Two speed surveys were carried out, and the results of the speed surveys complied with our policy for a signs alone speed limit reduction to 30mph. Therefore, it is proposed to reduce the speed limit on the section of Church Road in Horne detailed above from 40mph to 30mph.
  1. A reduction in the speed limit from 40mph to 30mph on the section of Church Road from a point 19.5m west of the centre line of Hornecourt Hill to a point 5m south of the southern boundary of 4 Homefield Cottages with the policy, and is supported by the Police. 
  1. The Highway Operations & Commissioning Manager, under delegated authority, has agreed that the speed limit on this section of Church Road should be reduced from 40mph to 30mph. 
  1. Guidance from the Department for Transport emphasises that research into signed alone reductions in speed limits does lead to small reductions in traffic speeds.  Therefore, signed speed limit reductions are most appropriate where measured traffic traffic speeds are close to the proposed speed limits.  Research has shown that if average speeds fall by 1mph then the collision rate will fall by approximately 5%.

It is proposed to reduce the speed limits on section of Church Road listed above from 40mph to 30mph in order to both reduce traffic speeds and reduce the number of collisions.
