Overview

Thank you for your interest in our Speed Limit proposals in Horsell, Knaphill & Chobham. 

The legislation we must follow before introducing this scheme means that we need to allow objections and comments from the public to be considered before a final decision is reached about whether or not to go ahead with our preferred scheme in its current form.

The proposal:

PROPOSED SPEED LIMIT REDUCTIONS ON VARIOUS ROADS IN THE “GOLDSWORTH EAST & HORSELL VILLAGE”, “WOKING NORTH” AND “BAGSHOT, WINDLESHAM AND CHOBHAM” ELECTORAL DIVISIONS – STATEMENT OF REASONS

Concerns have been raised by residents and Councillors of the Goldsworth East & Horsell Village, Woking North and Bagshot, Windlesham and Chobham Divisions about vehicle speeds in certain roads in those areas. These concerns increased as more people walked and cycled within the Divisions as a result of the global Coronavirus pandemic, especially when making their way to and from various parts of Horsell Common.

There is a general move towards reducing speed limits where possible, particularly if this helps to promote Safer Routes to Schools and encourages more pupils and parents to walk or cycle to school rather than use private motor vehicles.

Surrey County Council’s Local Transport Plan (LTP) 4 affords greater priority to pedestrians and cyclists, with reduced speed limits being an important factor in encouraging more people to choose to walk or cycle.

Guidance from the Department for Transport emphasises that research into signed alone reductions in speed limits (as opposed to the use of physical traffic calming) does lead to small reductions in traffic speeds. Therefore, signed speed limit reductions are most appropriate where measured traffic speeds are close to the proposed speed limits. Research has shown that if average speeds fall by 1mph then the collision rate will fall by approximately 5%.

Consequently, speed limit assessments have been carried out in the following roads in accordance the processes set out in Surrey County Council’s Policy “Setting Local Speed Limits”.

As a result of these speed limit assessments, and for the reasons stated above, the following changes are proposed. These changes comply with Surrey County Council’s Policy “Setting Local Speed Limits” and are supported by Surrey Police.

Reduction from National speed limit to 50mph

Littlewick Road from a point immediately west of South Road to the Horsell Birch roundabout.

Reduction from National speed limit to 40mph

Littlewick Road from a point immediately west of South Road eastwards for a distance of approximately 35 metres.

South Road from Littlewick Road to a point approximately 245 metres northeast of the centreline of Morton Road.

Horsell Common Road from South Road to A3046 Chobham Road. (NB previously advertised TRO not made pending this wider limit review)

Horsell Birch from the start of the 30mph limit near The Cricketers pub (approximately 85 metres northwest of the centreline of Bullbeggars Lane) up to and including the Horsell Birch roundabout.

Reduction from 50mph to 40mph

A3046 Chobham Road and Station Road, from the 30mph limit, approximately 42 metres southeast of the centreline of Cheapside, northwestwards to a point 163 metres northwest of the centreline of Philpot Lane.

A245 Shores Road from Chobham Road to Six Crossroads roundabout

Woodham Road from Six Crossroads roundabout to the start of the 30mph limit approximately 10 metres northeast of the centreline of Carlton Road

Six Crossroads roundabout and A245 Woodham Lane as far as the existing 50mph/40mph change point west of All Saints Church.

Reduction from National speed limit to 30 mph

South Road, Horsell, extend the existing 30 mph speed limit (imposed by a system of streetlights), from the existing terminal point at the final streetlamp near the car park to The Plough Inn, north-eastwards for a distance of 145m.

Reduction from 30mph to 20mph

With the exception of Brewery Road, where recorded speeds were too high to allow a speed limit reduction that would comply with the stated policy, all other roads listed below are proposed to be reduced to 20mph. This also includes any cul-de-sacs off these roads. These roads are residential in nature, some with narrow footways, and many of which are used by school children going to and from school – Woking High School is situated on Morton Road (Horsell Village School and Horsell Junior School are situated alongside roads where the speed limit has previously been reduced from 30mph to 20mph).

C140 Church Hill from existing 20mph terminal signs, 10 metres south of the junction with Lych Way, up to and including the mini-roundabout junction with Arthurs Bridge Road and Brewery Road.
