Proposal

Surrey County Council is proposing to introduce a 20mph zone through Laleham Village. This is part of our commitment to improve road safety and encourage walking and cycling near to schools and in residential areas. 

We are carrying out this consultation to find out what people think about the proposal to introduce a 20mph zone scheme in your area.

Background

For a number of years, the Council has received genuine concerns from residents within Laleham Village, over traffic speeds and driver behaviour on these local roads. Working together with your County Councillor, Maureen Attewell and the Laleham Residents Association (LRA) the following proposal has been developed.

Following approval from The Joint Committee for Spelthorne, Surrey Highways undertook speed surveys which showed that the speed limit could not be reduced to 20mph without some form of traffic calming measures to influence the speeds.  Surrey Police do not support 20mph speed limits that are not generally self-enforcing.

The installation of a series of road cushions and road tables will be an effective option to lower the speed of vehicles and make the 20mph speed limit self-enforcing. 

Speed cushions are proposed as the main traffic calming feature within the zone boundary.  These are very effective at reducing general speeds but driven carefully, allow larger vehicles such as buses to straddle them.

Gateways with Road Tables are proposed at the starting points on Shepperton Road, Staines Road, and Ashford Road.  These include 20mph zone entry/exit signs, coloured surfacing with a raised table to highlight to drivers of the changed speed limit.

Proposed area for 20mph zone

The following roads (with the length) are proposed for the 20mph zone and will require traffic calming.

  • Shepperton Road – from the existing 30mph/40mph speed terminals, westbound into the village
  • The Broadway – full length
  • Ashford Road – from The Broadway to outside 115 Ashford Road
  • Staines Road – from The Broadway to outside 37 Staines Road

These roads will be included within the 20mph zone but will not need traffic calming features as the assessed average speeds were already 20mph or below.

  • Ferry Lane – from the junction with Thames Side to Shepperton Road
  • Thames Side – from the junction with Ferry Lane to Vicarage Lane
  • Blacksmith Lane – entire Length
  • Vicarage Lane – entire length
  • Grange Place

The scheme aims to promote a safer environment and to reduce conflict between vehicles and pedestrians.  It is anticipated that particular benefits would be for child and adult pedestrians walking and cycling to and from the local schools. 

It is anticipated that the scheme will be constructed early 2023.
