Overview

Thank you for your interest in our Traffic Calming proposals in Stonny Croft, Ashtead. 

The legislation we must follow before introducing this scheme means that we need to allow objections and comments from the public to be considered before a final decision is reached about whether or not to go ahead with our preferred scheme in its current form.

The proposal:

Surrey County Council is proposing to install a 20mph speed limit, outside The Greville Primary School in Stonny Croft between the junctions of Berry Meade and Bramley Way, Ashtead.  Research has shown that reduced vehicle speeds reduce the risk of collision and reduce the consequences and severity of any injuries. A reduced speed limit would therefore help to improve road safety in Stonny Croft outside The Greville Primary School.

Surrey County Council has a speed limit policy in place, the aim of which is to ensure that any new speed limit that is installed is successful at reducing speeds. The speed limit policy is drawn from experience which shows that changing to a lower speed limit using signs alone will not necessarily be successful in reducing the speed of traffic if the existing mean speeds are much higher than the proposed lower speed limit.

If a speed limit is set too low and is ignored, then this could result in many drivers criminalising themselves and could bring the system of speed limits into disrepute. There should be no expectation that the police would be able to provide regular enforcement if a speed limit is set too low as this could result in an unreasonable additional demand on police resources.

Therefore, to assess whether reducing the speed limit in Stonny Croft to 20mph using speed limit signs alone, speed surveys were carried out. The results of these surveys showed that the existing mean speeds of vehicles using Stonny Croft were in excess of 20mph. Therefore, in order to install a successful 20mph speed limit, and following the results of speed surveys that have been carried out, traffic calming measures in the form of tabletop road humps will need to be installed to ensure that drivers adhere to the new speed limit
