Accessibility Statement for Surrey Says

This website is looked after by Surrey County Council and Delib. Delib design and control the software and are responsible for the overall structure and look of the site. Surrey County Council look after the content and information provided including words, pictures and documents.

Surrey County Council and Delib are both committed to providing an accessible website that is easy to use by anyone, whatever their age, background, access device or level of ability/disability.

For example, that means you should be able to:

  • Zooming in up to 200% without the text spilling off the screen.
  • Navigating the website using just a keyboard.
  • Navigating the website using speech recognition software.
  • Listening to the website using a screen reader.

We've also made the website text as simple as possible to understand.

Delib test the software against the Web Content Accessibility Guidelines V2.1 AA standard. Improvements to the software are released regularly. Any changes made to the software as a part of that process are tested internally in advance of release for compliance with the Web Content Accessibility Guidelines V2.1 level AA.

How accessible is this website?

We know that some parts of this website are not fully accessible:

  • the text will not reflow in a single column when you change the size of the browser window
  • you cannot modify the line height or spacing of text
  • most older PDF documents are not fully accessible to screen reader software
  • some of the question styles such as drop down boxes, which are difficult to complete using screen readers

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

Non accessible content

The content listed below is non-accessible for the following reasons.

Non compliance with the accessibility regulations

  • On the landing page the text is often clipped when resized which makes it inaccessible for those wo need to zoom in on the screen, This does not meet WCAG 2.1  Success Criterion 1.4.4 (Resize text). We plan to have this resolved by December 2023.
  • The short introduction video on the landing page does not meet accessibility standards as it does not currently have alternative text. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value). We plan to add text alternative this video all images by October 2023. When we publish new content we’ll make sure our use of videos meets accessibility standards.

Content that's not within the scope of the accessibility regulations

PDFs and other documents

Many of our older PDFs and Word documents do not meet accessibility standards - for example, they may not be structured so they're accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they're not essential to providing our services.

Any new PDFs or Word documents we publish will meet accessibility standards from August 2020.

This website was last tested on 19.9.2023. We are currently undertaking an accessibility review combining a manual test of a sample of pages, as well as using Siteimprove accessibility checker for automated testing of the full website.
