Overview

The consultation currently running for the future expansion of Philip Southcote School has been withdrawn due to an amendment in the published proposals.

Please note: all responses to this current consultation will not be considered as part of the new consultation as new proposals are being put forward; therefore views may have changed.

Initial plans proposed a special school satellite unit to be located at Jubilee High School. Subsequent discussions between the Local Authority, Philip Southcote School, Local Governing Committees and Bourne Education Trust has now determined that the unit would be better placed at Chertsey High School.

An updated consultation paper will be published by 22 March 2021, which will detail the rationale behind this proposed change. A lead Cabinet Member decision on the proposals is now due to be made in early July 2021.

Previous consultation overview:

Surrey County Council, together with Philip Southcote School, is looking at how best to provide the additional specialist school places needed in North West Surrey. 

Philip Southcote is a specialist school located in Addlestone Moor for pupils with Moderate Learning Difficulties (MLD), accommodating children from National Curriculum Years 7 to 11 and 30 pupils across National Curriculum Years 12 to 14. The school is currently two forms of entry (2FE) with a total planned place number of 156.

Our proposal is to expand Philip Southcote School to permanently accommodate a total of 150 pupils on the main site by providing an additional 50 places in National Curriculum Years 7 to 11. The main intake point will be Year 7 and numbers will grow incrementally although, where there are spaces and demand, new children may be accepted in other year groups, where appropriate. 

Part of this proposal is to also relocate the current sixth form provision and permanently increase capacity to accommodate a total of 60 pupils by providing an additional 30 places in National Curriculum Years 12 . Numbers will grow incrementally, whilst taking into consideration three bulge classes currently moving through the main school.

It is also proposed to establish a satellite Special Educational Needs and Disability (SEND) centre on the site of Jubilee High School in Addlestone, in partnership with Bourne Education Trust. The centre will provide for pupils with Moderate Learning Difficulties (MLD), in line with the main school. Numbers will grow incrementally, but it has been agreed for some additional pupils to be accepted into other year groups. The total capacity of the centre will be 20 places, 4 pupils per year group. 

These changes would come into effect from September 2021.

Surrey County Council and Philip Southcote School would like to seek your views on this proposal.  The consultation will open on Monday 22nd February 2021.
