Overview

Thank you for your interest in our 30 mph Speed Limit proposals in Ashford Road, Ashford.

The legislation we must follow before introducing this scheme means that we need to allow objections and comments from the public to be considered before a final decision is reached about whether or not to go ahead with our preferred scheme in its current form.

The proposal:

On 12th February 2019, Spelthorne Borough Council Planning Committee approved Planning Application 18/01212/OUT for a significant expansion of Shepperton Studios at its site off Studios Road, Shepperton. As part of the measures to mitigate the impact of additional traffic generated by the development, the junction of Spelthorne Lane, Ashford Road and Charlton Road is to be revised to increase traffic capacity and rationalise facilities for pedestrians and cyclists.

The proposal for the junction involves the replacement of the existing mini-roundabout with a signalised junction. Signalised pedestrian crossing facilities will be provided across all arms of the signalised junction. In order to maximise capacity at the junction in the most efficient way possible, and given the constraints of space available, it is necessary to prohibit turning movements between Ashford Road and Spelthorne Lane. Therefore, TROs are sought to prohibit left turns from Ashford Road into Spelthorne Lane, and right turns from Spelthorne Lane into Ashford Road. Traffic surveys were undertaken in July 2018 to determine the existing demand for those manoeuvres, which have demonstrated that demand for both banned turns combined in the morning and evening peak hours was 15 vehicles. Alternative routes are available that would not have a significant impact on journey times of affected drivers.

In order to reduce speeds, improve safety and reduce the complexity of signage on the approach to the proposed signalised junction and pedestrian crossing, it is proposed to extend the existing 30mph speed limit on Ashford Road by approximately 50 metres from its existing terminal immediately north of the mini-roundabout junction which is to be replace.
