Overview

Thank you for your interest in our goods vehicles and free on-street parking places proposals in High Street, Banstead

The legislation we must follow before introducing this scheme means that we need to allow objections and comments from the public to be considered before a final decision is reached about whether or not to go ahead with our preferred scheme in its current form.

The proposal:

The County Council are promoting the above draft Order for the following reasons:

Currently vehicles delivering to High Street shops in the vicinity of Tesco Express use the existing on-street parking bays, as well as the double yellow lines to load / unload. This also hinders pedestrian crossing activity to and from the existing kerb-build out on the opposite site of the carriageway. Therefore, the proposals within this Order include the provisions of a timed loading bay to the south-west of the new kerb build-out to facilitate deliveries to adjacent shops in a safe manner.

Outside the loading periods, any vehicle is able to park in the loading bay. The time periods for the loading bay will be; Goods vehicles loading only: 6 – 9am and 2-3pm. Parking for all vehicles will be between 9am-2pm and 3-6.30pm (1 hour, No return within 2 hours – which repeats the existing parking bay restrictions).

In addition to this, an existing but unused taxi rank to the north-east of the Waitrose car park exit is proposed to be converted to on street parking bays (9am – 6.30pm, 1 hour, No return within 2 hours). The conversion of the taxi rank to parking bays will result in a net increase in on-street parking bays outside the loading bay periods. When the loading bay is occupied, a similar number of parking bays as is present currently will be available.
