Overview

Introduction:

We are preparing a new Surrey Waste Local Plan (SWLP) that will cover the period 2019 to 2033. The SWLP sets out how and where different types of waste will be managed in Surrey in the future. It sets out the planning policy framework for the development of waste management facilities and is used in determining planning applications.

You are invited to make a representation on the published documents set out below. The consultation will last six weeks, beginning on 13 January 2020 and ending on 23 February 2020:

  • Schedule of Proposed Main Modifications
  • Updated Environmental and Sustainability Report
  • Proposed Modifications to Policies Maps

The public consultation provides the opportunity to comment only on the specific changes contained in the documents above. It does not offer an opportunity to reopen the debate on other matters. The consultation does not concern those parts of the Surrey Waste Local Plan where Modifications are not proposed. Comments received that do not relate to a Proposed Main Modification, the contents of the Updated Environmental and Sustainability Report or the Proposed Modifications to the Policies Maps will be outside the scope of the consultation and will not be registered.

Background:

Between 14 January 2019 and 10 March 2019 Surrey County Council published the Submission SWLP for representations. Following this the SWLP was submitted to the Planning Inspectorate for independent examination on 12 April 2019.

The examination of the SWLP is ongoing, and public hearings were held between 17 and 26 September 2019. During the examination process, Proposed Main Modifications to the SWLP have been identified that are considered necessary to make the plan sound and legally compliant. The County Council is now consulting on the Proposed Main Modifications, contained in the Schedule of Proposed Main Modifications document.

The County Council is also inviting comments on revised Policies Maps and a revised version of the Updated Environmental and Sustainability Report (ESR), which addresses the requirements of Sustainability Appraisal (SA) including Strategic Environmental Assessment (SEA). The Updated Environmental and Sustainability Report incorporates the changes identified as necessary during the examination process and required as a result of the Proposed Main Modifications.

For completeness, the Council has also published a Schedule of Additional Modifications, which include minor corrections and changes which do not materially affect the contents of the plan. The Additional Modifications are not before the Inspector for consideration and are provided solely for information. Comments are not invited on the Additional Modifications and any received will not be passed onto the Inspector.

Hardcopies of the Proposed Main Modifications as well as a ‘tracked changes’ version of the SWLP including all modifications have been made available for inspection during normal office hours at all of the District and Borough Council Offices in Surrey and at County Hall.

Next steps:

Following the public consultation, Surrey County Council will be submitting the representations received during the consultation on the Proposed Main Modifications, the Updated Environmental and Sustainability Report and the revised Policies Maps to the Inspector. It should be noted that the Proposed Main Modifications are put forward without prejudice to the Inspector's final conclusions, and that all representations made will be taken into account by the Inspector, before she concludes whether or not the changes proposed are required to make the plan sound.

This consultation contains three main questions to allow any comments on the Proposed Main Modifications, the Updated Environmental and Sustainability Report and the revised Policies Maps.
