Overview

Thank you for your interest in our parking proposals in The Street,Tongham.

The legislation we must follow before introducing this scheme means that we need to allow objections and comments from the public to be considered before a final decision is reached about whether or not to go ahead with our preferred scheme in its current form.

The proposal:

1. On Friday, July 21, 2023, Surrey County Council (“the County Council”) gave notice in the Surrey Advertiser that it proposed to construct certain traffic calming measures in The Street (C119) and Oxenden Road (C119) at Tongham. The period during which local residents and interested members of the public may make any observations, or formally object to, the proposed traffic calming measures (which consist of a speed cushion in Oxenden Road and a tapered edge road table, a full width raised road table placed centrally in the carriageway so as to additionally create a “pinch point” with priority “Give-Way” working and a further tapered edge road table in The Street (C119), Tongham) expires on 28 August 2023. These proposed traffic calming measures are shown on the plans attached to this Statement of Reasons.

2. In connection with the proposals referred to in the first paragraph of this Statement of Reasons, it is also considered necessary to introduce a prohibition on the driving and parking of motor vehicles on the footway and verge areas of that length of the east side of The Street (C119) at Tongham which extends from the southern property boundary line of No. 39 The Street northwards to a point opposite the northern kerb-line of Grange Road (D4002), a distance of approximately 315 metres. This is to ensure that the footway and verge (where there is any) remains useable by, and of sufficient width for, pedestrians to use. This would include use by such vehicles as are the normal accompaniment of a pedestrian (e.g., perambulators, wheelbarrows, etc.) and also such vehicles as are permitted to use footways, such as the various classes of invalid carriages as defined in Section 20(2) of the Chronically Sick and Disabled Persons Act 1970 and being used in accordance with the prescribed requirements and conditions specified and described in the Use of Invalid Carriages on Highways Regulations 1970 (S.I. 1970/1391) or in accordance with the Use of Invalid Carriages on Highways Regulations 1988 (S.I. 1988/2268)
