Early Years Funding Proposal Consultation 2024/25

Closed 10 Dec 2023

Opened 9 Nov 2023

Overview

Surrey County Council are committed to engaging with the Early Years Sector and are keen to gain your views about the Early Years funding proposal for 2024/25. We would like you to answer the questions in this survey in relation to the delivery of Early Years Funded Entitlement in 2024/25. The full principle paper is attached below for your information.

Please note that during the funding period 24/25 we will see the introduction of funded entitlements of:

  • 15 hours for all 2 year olds of eligible working families April 2024
  • 15 hours for children of eligible working families from the age of 9 months from September 2024

Funding Rates for all age groups

We propose to treat the existing funding and the new funding entitlements in the same way. This means that we will not differentiate between the different eligibility criteria. For example, FEET funded two year olds will be funded at the same hourly rate as working entitlement two year olds.

The intention is to pass through 95% of all funding directly to Early Years providers, including targeted funding supplements through Early Intervention Funding and Deprivation funding.

We will retain 5% of all funding as we currently do for 3 and 4 year old funding. Please note that previously we have not retained any part of two year old funding.

This retained funding is used as described in the 'Centrally Retained Funds' section of the document/survey

All funding principles are reviewed and consulted on each year.
