Overview

This consultation seeks views on proposed changes to the funding of pupils with special educational needs and disabilities (SEND) in mainstream schools.

Following the successful introduction of a new banding framework in our Specialist Schools, SCC are now undertaking a review of the way in which children with SEND are funded in mainstream schools. This has allowed for an extensive review and a collaborative approach in designing a new equitable and fair system.

The proposal for a new banding structure and system has been co-produced by a Core Working Group of School Headteachers/SENCOs and Surrey County Council Officers.

Funding for children with an Education, Health and Care Plans (EHCPs) to the mainstream schools is paid through the High Needs Block in the form of IPSB (Individual Pupil Support Budget). The current banding system is designed so that schools are funded per hours of provision according to the CYPs need. 

The proposal is to move to a new system consisting of 5 bands (Targeted 1, Targeted 2, Enhanced 1, Enhanced 2, Bespoke) and the principle that funding follows a child based on their holistic needs and provision, rather than basic funding depending on the hours.

The proposal does not involve any reduction in the total funding allocated through IPSB.
