Thank you for your interest in our Prohibition of Heavy Commercial Vehicles proposals in Redhill. 

The legislation we must follow before introducing this scheme means that we need to allow objections and comments from the public to be considered before a final decision is reached about whether or not to go ahead with our preferred scheme in its current form.

The proposal:

Residents have raised concerns about the suitability of heavy commercial vehicles using Pendleton Road, Redhill/Reigate, particularly at the bend on the narrow section near St. John’s Church and St. John’s Primary School. Therefore, Surrey County Council has installed an experimental environmental 7.5t weight restriction in Pendleton Road.

During the design of the 7.5t environmental weight restriction for Pendleton Road, it became clear that the following additional roads south of Pendleton Road, which also provide links between the A2044 Woodhatch Road and the A23, would also have to be included within any restriction. This is to ensure that these roads are also not used by heavy commercial vehicles;

Hanworth Road, Redhill
Tollgate Avenue, Redhill

Therefore, Surrey County Council has installed an experimental environmental 7.5t weight restriction in the above roads.

The 7.5t environmental weight restriction applies to any vehicle over 7.5t (except buses) and means that any such vehicle must not use or travel through Hanworth Road or Tollgate Avenue, unless they are trying to gain access to any property within the restriction. Because Hanworth Road has Feltham Road and Heston Road connected to it, heavy commercial vehicles may travel through Hanworth Road to access them, therefore these roads also need to be included within the restriction. Similarly, the following side roads off of Heston Road also need to be included within the restriction, to ensure that commercial vehicles can use Heston Road in order to access them to carry out deliveries and collect refuse;

Hampton Road, Redhill
Linell Close, Redhill

Due to the extent of the 7.5t environmental weight restriction, for the reasons set out above, the 7.5t environmental weight restriction is currently experimental, for a maximum period of 18 months. This is so that an assessment can be carried out on the impact that this restriction may have on other roads on the network, prior to any decision being made on whether to make this restriction permanent.

At the Reigate & Banstead Local Committee meeting held on 1 March 2021, the Local Committee agreed to install an environmental weight restriction in Pendleton Road, Redhill. The Council will consider in due course whether the provisions of the Experimental Traffic Order should be reproduced and continued in force indefinitely by means of an Order Under Section 1 of the Act.
