Many thanks to everyone who responded to this consultation. The results of the public consultation were presented to the Tandridge Local Committee on the 3 December 2021 to seek their approval to proceed with the scheme, and this approval was granted.

The scheme will now proceed to the detailed design stage with implementation scheduled to take place sometime within the 2023/24 financial year. This will be subject to the successful implementation of an off-street car park  on part of the school playing field south of the parade of shops on Redehall Road, being promoted separately by the Parish Council in partnership with the school.

Introduction

Thank you for your interest in our pedestrian safety and accessibility proposals on Wheelers Lane and Redehall Road in Smallfield. We appreciate your time to review the proposals being put forward, and we would be very grateful for your views via the online survey at the bottom of this page.

Background

Surrey County Council have developed proposals to improve road safety and pedestrian facilities on Wheelers Lane and Redehall Road in Smallfield. The scheme has been developed in consultation with local councillors, Surrey Police, Burstow Primary School and the local parish council in response to road safety concerns expressed by the local community in the form of two petitions in recent years following a road safety incident on Wheelers Lane outside Burstow Primary School.

This scheme is being promoted alongside and is complementary to further measures being promoted by the local parish council and Burstow Primary School to convert a section of the playing fields to the south of the parade of shops on Redehall Road into a car park. It is intended that this new car park will be used by staff and parents as a ‘park and stride’ site for the school, and by visitors to the shops and local services. This will therefore reduce the amount and impact of traffic in the immediate vicinity of Burstow Primary School and the parade of shops on Redehall Road.

The Proposals:

There are various aspects to the scheme proposals on Wheelers Lane and Redehall Road in Smallfield. The proposals aim to improve road safety and to improve accessibility for pedestrians, people who cycle, wheelchairs and mobility scooters. The proposals include the installation of new and improved pedestrian crossing facilities on both Wheelers lane and Redehall Road, the widening of footways to improve accessibility for all users, and the introduction of a no entry restriction at the junction between Redehall Road and Wheelers Lane.

Proposed zebra crossing and removal of on-street parking on Redehall Road

A new pedestrian crossing facility is proposed on Redehall Road in the vicinity of the parade of local shops and services. Several locations and types of pedestrian crossing facilities, including options for traffic signalised facilities, have been carefully considered. A zebra crossing is being proposed as the most appropriate facility following a detailed assessment of the existing site constraints and highway layout in the location identified on the accompanying plan to provide a formal crossing point between the local shops on both sides of Redehall Road

The existing parking bays located on the northbound side of Redehall Road are proposed to be removed to allow for the installation of the proposed zebra crossing facility. Visitors to the parade of local shops and services, as well as staff and parents associated with Burstow Primary School, may utilise the new 'Park and Stride' car park to be constructed within the playing fields south along Redehall Road as an alternative parking location.

Proposed no entry restriction into Wheelers Lane at the junction with Redehall Road

It is proposed to introduce a new no entry restriction into Wheelers Lane at the junction with Redehall Road in conjunction with footway widening and junction layout re-alignment measures to improve accessibility and to provide improved pedestrian crossing facilities.

The introduction of the proposed no entry restriction will mean vehicular access to residential properties, local services and Burstow Primary School on Wheelers Lane will be via Redehall Road, Weatherhill Road and Broadbridge Lane. Whilst these proposed alternative access arrangements are acknowledged as more inconvenient for some, the resulting reduced traffic volumes anticipated on Wheeler’s Lane will create a safer environment for all users in the vicinity of Burstow Primary School. Cyclists will be exempt from the proposed no entry restriction.

At the Wheelers Lane junction with Redehall Road, alterations to the junction geometry are proposed to provide increased footway widths and improved facilities for pedestrians.

Wider footways and improved pedestrian crossing point on Wheelers Lane near Burstow Primary School

The footways on both the northern and southern sides of Wheelers Lane are proposed to be widened to improve accessibility for all users in the vicinity of Burstow Primary School and other local services such as Smallfield Surgery and the Centenary Hall.

The existing priority give-way and associated kerb buildouts are proposed to be removed, and to be replaced with improved pedestrian crossing facilities atop a new full width raised table. A loading bay is proposed to be provided on the southern side of Wheelers Lane near to the junction with Redehall Road to facilitate deliveries to the nearby local shops.

The pedestrian and vehicular entrances to Burstow Primary school are proposed to be improved to provide greater accessibility for users accessing the school and other nearby services. Within the proposed widened section of footway between the school and Smallfield Surgery, a new rain garden sustainable drainage system is proposed.
