Thank you for your interest in our Prohibition of Motor Vehicles proposals in Sunbury Lane, Walton On Thames. 

The legislation we must follow before introducing this scheme means that we need to allow objections and comments from the public to be considered before a final decision is reached about whether or not to go ahead with our preferred scheme in its current form.

The proposal:

Proposed Traffic Regulation Order for Prohibition of motorised vehicle access on Sunbury Lane, Walton on Thames, Elmbridge Surrey.

The proposal is to make a traffic regulation order that will have the effect of prohibiting use of motorised vehicles from entering or proceeding in that length of Sunbury Lane (D3081), Walton on Thames, as extends (east to west) from a point 20 metres north of the existing access to the Boathouse (Walton Rowing Club, Sunbury Lane, Walton on Thames, KT12 2JA) for the length of 126 metres where the carriageway leads onto the public footpath.

Sunbury Lane provides access to the public footpath, there is no sole means of vehicular access to any property or business along the proposed length.

For a number of years Sunbury Lane has been closed to motor vehicles by ways of means of 3 steel bollards, but with no Traffic Regulation Order behind it.

The prohibition is proposed to start from the existing bollards on Sunbury Lane for the length that is unclassified to the start of the Public footpath – 126 metres in total.

This is for safety reasons and to protect the users of the footpath.

Surrey County Council now proposes to place a permanent prohibition of motorised vehicular access order. This order is proposed for the purposes of:

(1) Preventing the use of the road by vehicular traffic of a kind which, or its use by vehicular traffic in a manner which, is unsuitable having regard to the existing character of the road or adjoining property.

(2) For preserving or improving the amenities of the area through which the road runs.

(3) Conserving or enhancing the natural beauty of the area, or for affording better opportunities for the public to enjoy the amenities of the area, or recreation of the area.

Exceptions to the prohibition are proposed for:
a) Use by emergency services or by any local authority or statutory undertakers in pursuance of their statutory powers and duties
b) Use to enable work to be carried out in, on, under or adjacent to the road
c) Use by a recognised invalid carriage
d) Use with the prior written permission of the Authority
e) Use of pedal cycles
